Marvel VS Super Sentai (20XX)
The Stark Administration (スターク行政 Sutāku Gyōsei) is the ruling body of Earth-199999(S) and the main antagonistic force in Marvel VS Super Sentai.
The Stark Administration is widely considered the pinnacle of what many decried as the Stark family’s legacy of foolish pride; an age of amoral, emotionally insensitive, flawed or false heroes who thought themselves “gods among men”, recklessly stoked the fires of negativity and ultimately causing more harm than good. Established to consolidate Iron Majin's control over the Earth, the Administration is primarily based in New York and always looking to expand their influence through conquest of other planets, hunting down superheroes, supervillains, and critics of Lord Stark alike, and routinely committing civil rights violations in the name of “security” and “progress”. The Administration also studied Quantum energy for their leader to use with the Infinity Stones to enable travel to other dimensions for their increasingly sinister purposes, like possibly invading the Toei Tokuverse.
The Administration demands their followers to unconditionally worship Lord Stark as their "God” and awards its most ardent supporters with benefits like permanent financial security, VIP treatment at business establishments, or (diplomatic) immunity, while punishing their critics and opponents with hefty fines, repossession, slave labor, social shaming, or in the most severe cases, poverty, criminal/pariah status, death and/or impounding their children in detention centers. Anyone who has ever done anything to irk Iron Man, such as vote against the Sokovia Accords or defend Steve Rogers’ violation of them, can be penalized with a second-class citizen status that stipulates they pay and work three times as much as the average citizen before the takeover of Earth. If at least one member of a family is against these statutes, the entire family will be automatically be punished accordingly until they all capitulate, usually by force if Iron Majin so wishes.
A three-strike penalty system has also been implemented for all citizens, with permanent criminal status or death always being imposed on the third strike, and all offenders must wait five whole weeks for a strike to expire.
The Iron Legion was recommissioned as a backup to the basic planetary security network established by the Administration, which was shut off during the early stages of Shin Seigi's rebellion. The Legionites also used Quinjets and SHIELD Helicarriers, notably as air support against the Megazords in the Battle of Starktopia 01.
History[]
Five years after the death of Thanos, the Stark Administration has finally taken over the world their leader once protected, arrested the Avengers, and marked them as war criminals. But Shin Seigi got fed up with their oppressive ways and becomes New Captain America to raise an army of Marvel Heroes, Super Sentai, Metal Heroes, and Kamen Riders so they can overthrow the Administration and liberate the Earth, marking the beginning of the Superhero Infinity War.
Having caught on to Shin's plan and the existence of the Super Sentai somehow, the revived Lord Drakkon forges an alliance with Iron Majin to help him crush the heroes.[1] With the aid of various revived Sentai villains, they were able to kill Maria Hill, Nebula, Winter Soldier, Scarlet Witch, Vision(after he defects), and Nick Fury. But they were unable to stop Super Sentai from joining forces with the heroes of Earth-199999(S).
The Administration is finally dismantled in the Battle of Starktopia 01 when the Avengers Sentai Alliance destroys the four generals and the Iron Legion, followed by Iron Majin's murder of Lord Drakkon, and then his destruction by Shin Seigi. Even the true mastermind was finally destroyed by Mugen DaiZyuJin, paving the way for a new era of peace and happiness without the likes of Tony Stark and Thanos ruining the dignity of superheroism or trying to force heartbreaking doctrines onto the whole universe.[2] The remaining supporters of the Administration were granted amnesty from jail time in exchange for providing community service and restitution for the Administration’s victims.

Lord Stark / Iron Majin † (supreme leader) - Once known as Earth's "best defender", Tony Stark is now the worst tyrant in human history, and the shame of the Avengers. He was revealed to be under the influence of an evil devil-god from ancient times, and his death at the hands of Shin Seigi led to the rebirth of the true Iron Majin, who was subsequently destroyed by Mugen DaiZyuJin.
Lord Drakkon † (general/ field commander) - An evil alternate universe version of Tommy Oliver from the Power Rangers series. He joined forces with Lord Stark after learning of the Super Sentai and of Shin Seigi's plan to have them join the Avengers in bringing the Administration down. Stark betrays and murders Drakkon in the final battle.
Black Dragonzord (enforcer/evil mecha) - Drakkon's Zord-like robot was also somehow rebuilt before they came in contact with the Administration. It was destroyed by Dragon Caesar and Tsubasa Kibamaru.
Thaddeus "Thunderbolt" Ross / Red Hulk † (vice president) - A key proponent of the controversial Sokovia Accords, General Thunderbolt was either shamed into helping the Administration's crimes along for not being forceful enough in pushing government control on the Avengers, or he had finally allowed his hatred of them to override all his remaining morals. He was killed by Groot in the Battle of Starktopia 01, but still exists and is imprisoned in the prime timeline.
Iron Maiden † (secretary (of defense)) - formerly F.R.I.D.A.Y., J.A.R.V.I.S.' successor as Iron Man's AI assistant, who has been given a body through a similar process to Vision. She was killed by Pepper Potts in the Battle of Starktopia 01, but presumably still exists in some form in the prime timeline.

Agent Abrella † (weapons designer/supplier) - A well-known face in the intergalactic black market and arguably SPD's greatest enemy, Abrella now provides his services to Iron Majin. He was killed by Black Widow and Spider Man in the Battle of Starktopia 01.
Bio Hunter Silva † (assassin) - A highly dangerous robotic assassin from the Biomen's past, who is utterly ruthless in his pursuit of the Administration's enemies. He was killed by Shuri in the Battle of Starktopia 01.
Emil Blonsky / Abomination † (servant) - An old one-time adversary of Bruce Banner who is released in exchange for his assistance in killing the Avengers. He was killed by Thunderbolt after only a single skirmish with the Shin Avengers, but still exists in the prime timeline.

(Hyper)Vision † (forced servant) - A former Avenger who was rebuilt as a nearly mindless slave to Iron Majin's evil desires. Only after killing Scarlet Witch does Vision regain his emotions and leave the Administration. He sacrificed himself to try to destroy Silva.
Iron Man suits[3] (monsters-of-the-week) - For every Sentai team Shin tries to get into his army, Stark rebuilds one of his previously used armors and imbues it with remote functionality to go into the Tokuverse and fight the Shin Avengers and Super Sentai on his behalf. They are typically accompanied with their own squadrons of Iron Legionites, and can grow giant thanks to enlargement chips developed and provided by Drakkon. All are destroyed through the combined efforts of the Avengers and Super Sentai by end of the war.
Neo Iron Legionites[4] (foot soldiers) - Once intended for Stark's (questionable) plans for peacekeeping, these iron soldiers now act as Iron Majin's eyes and ears, in addition to serving as all-purpose grunts in battle. They handled all of their creator's extra-terrestrial affairs on his behalf, and his death broke the mental link between him and all remaining Legionites, causing them to shut down all across the universe.
The Stark Administration shares some similarities with the Zangyack Space Empire in Kaizoku Sentai Gokaiger.
They are the imperialistic main villainous factions who view the main heroes as fugitives, and fought a vast majority of the Super Sentai, including the Gokaigers.
However, the Gokaigers were the main enemies of Zangyack, while they're allies to MvSS's protagonist Shin Seigi and his team of Avengers.
They teamed up or allied with at least one major recurring Sentai villain (Zangyack teamed with Black Cross Fuhrer in Gokaiger + Goseiger VS Super Sentai 199[9], Silva in Superhero Taisen: Kamen Rider vs Super Sentai, and Abrella in Superhero Taisen Z).
Their depiction is partly intended as a metaphorical criticism of the real-life Trump(later Biden) Administration, or at least several polices they put into effect, as well as speculative fears that Joe Biden actually may have (had) more questionable or even dangerous plans in mind to enact. They were also designed to be an evil, fear-inducing presence that “destroys lives without reason and cannot be truly escaped”, like a metaphor for Covid-19 and/or Woke agenda as well. Whichever of these parallels is more explicitly intended, GokaiWhite made it a point to depict the Stark Administration being as vile and awful as he possibly could in a scathing critique of what's called "Authoritative Privilege[10]" and as a way to invite his audiences to do more to change things for the better, just as Shin decides to be more proactive and ask the Super Sentai to fight with him. The citizens supporting Lord Stark are meant to be an even darker parallel of the ”Thanos is Right” crowd.
Iron Maiden, Thunderbolt, Abrella, and Silva can also be seen as analogues to the Four Horsemen of Apocalypse[11], and not just the incarnations serving the equally varying incarnations of the super mutant Apocalypse(a.k.a. En Sabah Nur). In the Battle of Starktopia 01, they are even fought and destroyed in the color-based order that their Biblical counterparts are supposed to be introduced.
