Emperor Ackdos Gill was the tyrannical supreme ruler of the Zangyack Empire.
Jacktos Gill reportedly wanted to restore the empire, but is subtly implied to want to take control of it for himself rather than revive Ackdos and let him rule again.
He is mentioned in the Gokaiger tribute chapter[1] of Marvel VS Super Sentai, both by his resurrected son Warz Gill and follower Insarn, and by Captain Marvelous and Shin Seigi drawing parallels between the Zangyack and Stark Administration.
